JWPA (Japan Wind Power Association) and GWEC (Global Wind Energy Council) will hold the third Global Offshore Wind Summit-Japan (GOWS-J) in October 2023 in Kitakyushu City. Last year’s summit in Akita was a great success, thanks to the more than 700 participants from within Japan and abroad. We again express our deep gratitude to all who supported or participated in the summit.
In Kitakyushu City, where this year’s summit will be held, construction of an offshore windfarm will begin this year in the harbor. The Kyushu area is home to both the Goto City floating offshore wind farm, for which a contractor was selected in Round 1 of public bidding under the Act to Promote Offshore Use by Offshore Renewable Energy Facilities and which is now under construction, and the Saikai City Enoshima (Nagasaki Prefecture) area, for which bidding is now taking place in Round 2. With two additional areas having reached certain preparatory stages, Kyushu is at the forefront of the development of offshore wind power in Japan. Kitakyushu City, which plays a central role as the designated base port for the region, is an appropriate location for GOWS-J.
GOWS-J 2023 participants will have the opportunity to gain insights, learn about the technology of global offshore wind power, and interact with people from all over the world. In addition to Kitakyushu where GOWS-J 2023 will be held, local governments throughout northern Kyushu support the conference, which will contribute to regional industry in Japan and promote local understanding in the areas being developed.

(Talks by experts, Panel discussions)
The Global Offshore Wind Summit-Japan 2023 (GOWS-J 2023) conference program includes specialized talks and panel discussions by experts in offshore wind power generation from Japan and around the world and will be held at the Kitakyushu International Conference Center (Primary venue). In addition to on-site participation, the conference will also be available live and after the conference via online streaming. To participate in the conference either on-site or online, a ticket must be purchased in advance. (Ticket sales are scheduled to begin on this website in June 2023.)
In addition to the organizers’ remarks and keynote speech, the conference program includes 17 expert speakers and six panel discussions . The topic for each session and introduction for each speaker will be posted on this website as they become available, starting in May 2023. Conference tickets will be sold from June 1, 2023 until September 8, 2023.There are 700 tickets available. (Ticket sales will close early if tickets sell out.)
(Exhibitions, Business Meetings)
The West Japan General Exhibition Center (Annex), which is the second venue for GOWS-J 2023, will be a place for networking among Japanese and global companies working in Wind Power and exhibitions focused on regional consensus building in offshore wind power development regions. Entrance to the Exhibition Center is free of charge, whether a conference ticket is purchased or not.
There will be many booths, including combined company booths for each participating embassy and individual corporate exhibition booths centered on conference sponsors.
Booths may include poster panels and videos explaining a company’s products and services as well as scale models and the like. The exhibition is not just an opportunity to learn about exhibiting companies. Some booths include space for business meetings, which could give rise to new business opportunities on the spot. Open space (meeting space) will also be available free of charge and private meeting rooms may be reserved for a fee.
Embassies and industry organizations (“Cluster”) are also planning networking events. (Some networking events will be held at the Kitakyushu International Convention Center.)
(Offshore Wind Power Community Corner)
A poster session will be held, which will include data and information covering such topics as statistical data on global offshore wind power generation, the contribution of offshore wind power generation to the fight against climate change, contributions to industry, and concerns about the impacts of offshore wind power facility construction. The information residents of offshore wind power development areas need to gain a correct understanding of offshore wind power generation will be presented in an accessible way. Photographs of offshore wind power generation facilities both in Japan and throughout the world will also be on display.
Posters introducing the work of women in wind power generation and related industries will be on display. We are also planning to hold mini sessions and round-table discussions by women, as well as a meet-and-greet. Women working in various sectors and professions (engineers, analysts, sales, human resources, legal, research) can gather and share initiatives to improve the participation rate for women in wind power and related industries. This corner is a part of the wind power generation industry’s diversity efforts.
(Student Workshops)
Poster sessions and mini sessions, including a report on the Kitakyushu offshore wind camp as training for university students (tentative) and research activities related to offshore wind power generation conducted by students and researchers at universities in Northern Kyushu will be held. A networking event will be held for students and young employees of sponsor companies and exhibiting companies.

All GOWS-J 2023 Conference ticket holders (ticket purchasers and guests) are invited to attend free of charge.
The organizers and speakers will also attend this party making it a wonderful opportunity for participants to get to know each other. We will have a traditional Japanese sake barrel opening ceremony “Kagami Biraki” and enjoy performances by local artists.

We are planning to hold tours related to offshore wind power generation before GOWS-J 2023. Details of each tour will be made available on this website once they are finalized. We plan to begin selling tour tickets June 1, 2023. (Sales for each tour will close once the tour is full.)

The Kitakyushu International Conference Center, where the GOWS-J conference will be held, opened in October 1990. In addition to international conferences, it hosts a variety of gatherings, including academic conferences and seminars.
The Conference Center has a main hall with simultaneous interpretation equipment (capacity: 585 people), an international conference room (theater style, 200 seats), an event hall, and six small and medium conference rooms. The exhibition will be held in the West Japan General Exhibition Center Annex, which opened in April 1998 following the main building in 1977 and at the same time as the AIM (Asia Pacific Import Mart) Building. The exhibition area is spacious, with a floor area of 8,000 square meters and an effective ceiling height of 13 meters. GOWS-J will use two-thirds of the space.
We are also preparing to make the conference rooms on the third floor of the AIM Building (conference rooms 311–315, 501 square meters) available for networking and mini sessions by exhibitors.
Since 2011, Kitakyushu City has been engaged in the Green Energy Port Hibiki Project to create a comprehensive hub for the wind power generation industry.
In 2016, as a part of this project, a public auction was held to attract an offshore wind farm to Kitakyushu port. The long-awaited construction will begin this spring. Port facility maintenance to support this kind of construction is underway and, in 2020, Kitakyushu port was designated by the Ministry of Land, Infrastructure, Transport and Tourism as a base port and harbor for offshore renewable energy power generation facilities. In terms of industrial development, the city is working to improve the port’s ability to handle large parts and O&M functions, while striving to attract more companies to the city. Now the port is moving forward with an eye to next-generation challenges including floating wind turbines, increasing turbine sizes, and turbine recycling.
Kitakyushu City was formed in 1963 through the merger of the five cities of Moji, Kokura, Tobata, Yahata, and Wakamatsu. The Imperial Steel Works opened in Yahata in 1901 and contributed greatly to the industrial modernization of Japan. At the time, Japanese industry lagged far behind that of Europe and the United States, but the arrival of Commodore Perry had already ushered in the beginning of Japan’s industrial revolution. Japan gained technical knowledge from Europe and the United States, continued innovating in a uniquely Japanese way, and became a world-class industrial nation. At the same time, rapid growth created serious environmental pollution problems, such as air pollution and contamination due to industrial waste and domestic wastewater. Citizens, government, and companies then came together to improve the environment. They worked for years to remedy these environmental problems. In April 2018, Kitakyushu City was selected by the OECD as a global model city for promoting the SDGs, the first such city in Asia. Today Kitakyushu continues to work toward building a sustainable society.
GOWS-J Host City (Kitakyushu City) Kitakyushu City is in northern Fukuoka prefecture, on the northernmost tip of Kyushu, across the Kanmon Straits from Honshu. It is a place where urban and natural environments coexist. Because it is surrounded by ocean and mountains, Kitakyushu boasts an abundance of delicacies from both the land and sea. Kitakyushu City is home to a variety of historical landmarks. In particular, the First Head Office of the Imperial Steel Works has been added to the World Heritage list because of its part in Japan’s Meiji Industrial Revolution, which contributed to the modernization of Japan. In March 2022, Kitakyushu was chosen as the city with the most spectacular night views in Japan. Some of the most magical views include the quintessential nightscape viewpoint on Mount Sarakura, the view of the red illumination of Wakato Bridge as seen from Takatoyama park, and the factory lights as viewed from pleasure boats on the water.
