(Talks by experts, Panel discussions)

The Global Offshore Wind Summit-Japan 2023 (GOWS-J 2023) conference program includes specialized talks and panel discussions by experts in offshore wind power generation from Japan and around the world and will be held at the Kitakyushu International Conference Center (Primary venue). In addition to on-site participation, the conference will also be available live and after the conference via online streaming. To participate in the conference either on-site or online, a ticket must be purchased in advance. (Ticket sales are scheduled to begin on this website in June 2023.)

In addition to the organizers’ remarks and keynote speech, the conference program includes 16 expert speakers and six panel discussions . The topics for each session and introduction for each speaker will continue to be updated on this website.Two types of conference tickets with total capacity of 700 are available for purchase between June 1, 2023 and September 8, 2023. However, if the number of applicants reaches the capacity, the acceptance will be closed earlier than the final acceptance date.

Rebecca leads GWEC's work on offshore wind. She is responsible for promoting and facilitating the rapid acceleration of offshore wind globally, working with and advising governments and other key stakeholders in Asia-Pacific, MENA, Europe and Central Asia and the Americas. She works to create the right market conditions, policy and regulatory frameworks in emerging and maturing offshore wind markets. She is a market design expert, sitting on the UK Committee on Climate Change market design advisory board.
She also represents the global offshore wind industry to the world's leading political and economic institutions and forums, such as the UN & UNFCCC, WEF, IMF, World Bank and more.
She led the wind industry’s programme of work on COP26 and the Wind Are You In campaign. Prior to this she headed up RenewableUK’s policy team, where she worked to develop policy and engage key stakeholders in the context of the UK’s world beating Offshore Wind programme, including working to secure the UK's floating wind target and floating wind policy framework.

Industrial Engineer and PhD Cum Laude from the University of Navarra, ARANTXA TAPIA OTAEGI is a Senior Professor School of Engineering of the University of the Basque Country from 1995 to 2005. Since 2020, she has served as Minister of Economic Development, Sustainability and Environment of the Basque Government, after having held several ministerial positions related to Economic Development, Infrastructure and Competitiveness. She has also served as the Deputy Minister for Transport and Public Works of the Basque Government and as a member in the Spanish Parliament representing EAJ-PNV party. In this role, Arantxa has been the spokesperson for various commissions, including Economy & Competitiveness, Development and Defense, Education & Sport, Agriculture, Food and Environment. Throughout her career, she has conducted research for companies such as Iberdrola, Indar, Lasa & Eustek, Gikesa, LAPTON and JEMA, among other companies

Jens Orfelt is an EVP and the regional president for offshore development with RWE Renewables in the Asia Pacific region and a member of the company’s global leadership team. He carries with him 15+ years of industry relevant experience, herein the past 5 years in the Asia Pacific region. Throughout his career he has worked within all cycles of the offshore wind industry ranging from early to late stage development all from identifying new opportunities to taking projects to FID / FC as well in construction and operations and maintenance. Currently stationed in Tokyo Jens oversees the offshore wind development activities of RWE across the Asia Pacific.

She has been working in Iberdrola group for the last 15 year with initial experience in IT department for Renewables business and fully focusing the last years on Offshore business. She has participated in offshore auctions in Europe and now she is currently working together with Iberdrola Japanese staff based in Tokyo, searching for new opportunities and defining the strategy to set up and extend Iberdrola’s presence in the country.

Joe Nai

Joe Nai serves as the General Manager Offshore Power in Asia for Shell and is responsible offshore wind activities in region in addition to serving as board member for Shell Korea Limited, several offshore wind project joint ventures, and the Global Wind Energy Council (GWEC).
He joined Shell in 2003 and has taken on increasingly senior and international roles across Europe, Africa, Middle East, and Asia.
Joe is a Dutch citizen and holds a master’s degree in civil engineering from Delft University of Technology in the Netherlands, and an MBA from IMD Business School in Switzerland.

Aaron Smith

Aaron Smith joined Principle Power in 2016 and currently serves as the Chief Commercial Officer and leads the New Business & Innovation department, with overall responsibility for Strategy, Technology Innovation, Business Development, Marketing and Public Affairs. In addition, Aaron serves as a board member of the Global Wind Energy Council, an advisory board member at the Business Network for Offshore Wind, and a member of the U.S. Department of Commerce’s Renewable Energy and Energy Efficiency Advisory Committee. Prior to joining Principle Power, Aaron was an Economist at the National Renewable Energy Laboratory, where he directed a portfolio of work designed to identify high-value R&D opportunities for land-based and offshore wind technologies, providing the U.S. Departments of Energy and Interior with strategic decision support and working with industry to commercialize innovative technologies. Aaron graduated with honors from the University of Vermont and holds degrees in economics and political science.

William Lim

William Lim has been part of the wind industry since 2008 and has broad insights to the global wind market and industry dynamics – particularly from the perspective of the wind turbine manufacturers. William Lim is currently with the Danish Energy Agency where he holds the position as Japan Programme Leader as well as Wind Sector Expert in the US Programme. Prior to this, William Lim was part of the Agency’s Energy Island Programme in charge of the commercial workstream. Before joining the Agency in late 2022, William Lim held a number of positions in the private sector, mainly with Vestas where he worked on market and product strategies for the company in the APAC region for 10 years before he assumed the role as CEO’s Chief of Staff at the company’s global headquarter in Denmark.

He also engages with clients and industry in Japan’s power market.  
Prior to joining Wood Mackenzie, Yamato spent 13 years at Japan International Cooperation Agency, where he engaged in the energy industry in Asia Pacific and the Middle East, focusing on power sector master planning, financing projects for renewables, conventional power plants and power grids. He also led several R&D projects on hydrogen fuel cells and biofuels in Southeast Asia.

Mika Ohbayashi is Director at Renewable Energy Institute* since its foundation in August 2011. Before joining the Institute, she worked in Abu Dhabi for the International Renewable Energy Agency (IRENA) as Policy and Project Regional Manager for Asia Oceania. She is one of two founders of the Institute for Sustainable Energy Policies (ISEP) and served as Deputy
Director for 8 years following its establishment in 2000. She also worked as Advisor for Climate Change Projects and Policies for UKFCO at the British Embassy to Japan. She started her career in the energy field by joining Citizens’ Nuclear Information Center in 1992. In 2017, She was awarded the ISES Global Leadership Award in Advancing Solar Energy Policy- in honour of Hermann Scheer by the International Solar Energy Society.

Henriette Holm

Henriette Holm joined Ørsted in 1996 after working for an engineering-related consulting firm in the Philippines. During her years in Ørsted, she has been responsible for market development in Scandinavia, the UK OFTO transactions (UK Government regulated sale of offshore wind transmission assets when built by Ørsted to independent transmission owners) and other M&A transactions, asset management of Hornsea 1 and 2, the world’s largest offshore wind farms, as Commercial Director during the construction phase and for assets in Taiwan and the US. In 2020, she was appointed Head of UK Project Development and Programmes initially as Senior Director and from 2022 as Vice President, leading a pipeline of offshore wind development projects including Hornsea 3 and 4 and Ørsted’s first floating project Stromar. From January 2023, she serves as Country Manager of Ørsted Japan, responsible for the company's business in Japan, where offshore wind is gaining momentum. Henriette holds an Executive MBA from Copenhagen Business School and M.Sc. in Economics from the University of Aarhus, Denmark.

Mototsugu Ikari

Mototsugu (“Moto”) has been engaged in energy business for over 30 years, started from oil & gas and have been recently in renewable.  He lived in Japan, USA, Qatar, Iran, Saudi Arabia and UK. He recently has been responsible for floating and bottom fixed offshore wind as well as onshore wind supply chain creation, in association with green hydrogen and ammonia.  He co-worked with other five industrial partners to issue a vision statement for floating offshore wind in Japan, and recently chaired steering committee of 1st Floating Wind Japan, the first industrial conference in Japan dedicated for floating offshore wind.  He has expertise in business development, market intelligence, strategy planning, industrial analysis for startup investment, and team building in multi-cultural and multi-organizational environment.  He has a bachelor degree in commercial law at Keio University, and is a Harvard Business School alumnus by completing their Advanced Management Program (AMP).

Ingunn Svegården is a Norwegian citizen joining Equinor in 2003 within the Technology and Innovation business area. For several years she has had management position within innovation and corporate venture activities, both within oil and gas and renewables value chains. From 2011-2013 she worked from London within upstream business development activities, before joining the CEO office to support CEO’s in the period from 2013-2015.  From 2015 she has been part of the renewable business area, including initiating new venture funds, driving strategy and implementation work before she took on the role as SVP for Emerging Regions in Renewables in 2020. From May 2023 she took on responsibility as Senior Vice President for Equinor’s Renewables footprint across the Asia-Pacific region and as country manager for Singapore, leading Equinor’s work across Singapore, South Korea, Japan, China, India, Australia and Vietnam. Svegården holds a Master of Engineering in Chemistry and Biotechnology from 1998-2003.

Yukinobu Uchida has been Country Manager for DNV Energy Systems Japan since foundation in 2003. He has 30 years in the wind industry, advising some of the country’s leading renewable energy market players in both onshore and offshore wind. He has extensive experience of the Japanese renewable energy market and has been involved in numerous jobs, including previous work on regulatory conditions for new entrant wind turbine suppliers to the Japanese market and policy and certification advisory works for METI.
He has been a member of IEC 61400-26 Standardization Working Group for the International Standard for Availability of Wind Turbine and Wind Power Plant since its foundation in 2007. Benson Waldron has over 18 years experience in offshore projects including both oil and gas facilities and offshore wind, wave and tidal energy. He joined DNV in 2009 and in 2019 became the Renewables Certification Area Manager for Japan and Taiwan. His focus is on growing local teams of engineers that can adapt to the special requirements of the region and support the rapid growth of offshore wind developments and their supply chains.
Before moving to Taiwan he managed the DNV Renewables Certification team in the UK covering both offshore wind projects as well as global projects for wave and tidal energy, developing the first tidal turbine standard DNV-ST-0164 in 2015.

Anna Su

With in-depth financial and legal expertise, Anna Su has been leading Synera Renewable Energy as Chief Executive Officer since 2022. She joined the team in 2015, overseeing the financial planning and leading major investment decisions. Anna played a crucial role in 2017 in successfully inviting foreign developers to invest and take part in Taiwan's first-ever offshore wind project. Throughout the course, she managed to raise up to USD 120 million in investments financed by banks both at home and abroad. Anna was also a key figure in the talks with the government on the power purchase agreement and feed-in tariffs. In 2019, she was promoted to Chief Financial Officer, acting as the interface between investors and the company. Anna holds a master's degree in business administration with a concentration in finance from Boston University.

Aaron Smith joined Principle Power in 2016 and currently serves as the Chief Commercial Officer and leads the New Business & Innovation department, with overall responsibility for Strategy, Technology Innovation, Business Development, Marketing and Public Affairs. Elisabeth PALIX is EDF Renewables’ Offshore Technical Director for the APAC region. She has more than 20 years of experience in the Offshore Industry. She has a master degree in civil engineering with a strong expertise in offshore geotechnics (French representative to the international committee of “Offshore Geotechnic”). She participated to all phases of Offshore Wind projects from the management of R&D projects, site investigations, foundation design and follow-up of installation operations. Within EDF Renewables, she brought her technical expertise on the first three French offshore wind projects which are now under operations/advanced construction phase. Her key role is now to coordinate all technical activities for EDF R’s prospects and projects in Asia and Australia.

Changlih Ee is currently the technical lead for a gigawatt scale floating offshore wind project in South Korea, leading a global team of over 20 FTEs covering engineering disciplines, cost estimating, planning, risks management, transportation/installation and O&M. Changlih joined Shell after graduating with a First Class Honours degree in Chemical Engineering.
