He has served as head of the Pohang Liaison Officeof the Seoul Branch, Heavy Electrical Plant Department, Sapporo Branch Managerof Tomen Power Japan Co., Ltd., General Manager of the First BusinessDevelopment Department of Eurus Energy Japan Co., Ltd., and General Manager of the Asia-Pacific Business Department of Eurus Energy Holdings Co., Ltd. Heserved as the company's executive officer in 2014, managing executive of ficer in 2020, senior managing executive officer in 2021, and executive vice president in 2022, and was appointed representative director and executive vice president in 2023, a position he holds to this day. Dr. Anna Wallbrecht is Head of Unit for Offshore Wind Energy at the Federal Ministry for Economic Affairs and Energy since March 2025.
Previously, she worked in the Electricity and Grid Department, served as the personal advisor to the State Secretary for Energy, and was Deputy Head for Economic Affairs at the German Embassy in Tokyo.
She holds a PhD in Economics with a focus on infrastructure regulation and studied in Mannheim and Hong Kong

Dr. Kimiko Hirata, Goldman EnvironmentalPrize laureate in 2021, is the founder and executive director of ClimateIntegrate, an independent non-profit climate policy think tank established in2022. The organization provides fact-based information and supports various actors in their decarbonization efforts in Japan and abroad. Prior to this role, Kimiko worked with Kiko Network, a Japanese non-profit climate NGO, from1998 until 2021, accumulating over two decades of experience in UNFCCC processes and in analyzing and communicating climate and energy policies.   Following the 2011 Fukushima Daiichinuclear power plant disaster, she engaged in a multi-faceted campaign to fight new coal projects and shareholder activism. Her work was recognized with theGoldman Environmental Prize in 2021 and featured in the BBC’s 100 Women in2022. In 2024, she was selected for the Climate Breakthrough Award program,where she continues to advance her decarbonization strategy.   Kimiko is a visiting professor at ChibaUniversity of Commerce and serves as an environmental policy advisor forIchikawa City. She holds a PhD in social sciences from Waseda University inTokyo.

Job Description:
Since joining the group, he has been involved in fishing guidance, resource management, fisheries adjustment, fishing rights management, and cultivation and farming-related projects.
He has also served as the secretariat for the medium-sized squid trolling fishery, offshore bottom trawl fishery, and Japan Sea trout drift net fishery organizations, which are all fisheries permitted by the Minister, and is currently the executive director of the Fisheries Cooperative Association and an auditor for the National Squid Trolling Fisheries Association.
He has worked to coordinate operations and conclude operating agreements between fishing rights fisheries (small boats) managed by the association and fishing with ministerial permission (medium and large boats). He believes that it is his job to pick the seeds of conflict between fishermen and not leave any behind.

Sadao Tsuchiya

After graduating from Tokyo University of Fisheries (present-day Tokyo University of Marine Science and Technology), Sadao Tsuchiya joined Niigata Prefectural Government, where, for a long time, he was engaged in the administrative work, and retired in March 2014 as the final director of Niigata Prefecture Fisheries and Marine Research Institute. After that, he worked as the executive director of Niigata Prefecture Fisheries Promotion Association for 6 years. During this time, he was appointed as a member of the Niigata Fisheries Coordination Committee (chairman) in 2016, and as president of the Niigata Fishery Cooperative Association in March 2021, and has been to the present.

Takeshi Matsuki

Takeshi Matsuki has served as Japan Country Manager for the Global Wind Energy Council (GWEC) since June 2025.
Prior to that, he served as Senior Manager at Vena Energy, where he led offshore wind bidding strategies and was in charge of public tenders from Round 2 onward. Concurrently, he actively engaged in regulatory discussions and policy advocacy through industry associations.
He began his career in technical development at an environmental equipment manufacturer, then moved to a leading private think tank in Japan, where he spent many years conducting research and consulting in the fields of environment and energy. He gained a well-rounded perspective on industry development through secondments to a joint venture with one of the largest power companies in Japan and to central government agencies, bridging both private and public sector viewpoints.
He graduated from the Department of Sanitary & Environmental Engineering, Faculty of Engineering, Kyoto University in March 1996.

Akihiko Kurashina

Akihiko Kurashina, Japan Country Head at Ocean Energy Pathway Akihiko joined OEP as Country Head of Japan in April 2024 and also serves as a Senior Advisor at Global Wind Energy Council (GWEC).
He has extensive experience in the offshore energy industry developer/operator management and started his involvement with the offshore wind sector at Equinor in 2020.
He participated in the first and second public-private council meetings and the first to third working groups. He joined the Renewable Energy Institute in April 2023 and for one year, coordinated collaborations between government agencies and industry.

Mika Ohbayashi (Moderator)

Mika Ohbayashi is Director at Renewable Energy Institute* since its foundation in August 2011. Before joining the Institute, she worked in Abu Dhabi for the International Renewable Energy Agency (IRENA) as Policy and Project Regional Manager for Asia Oceania. She is one of two founders of the Institute for Sustainable Energy Policies (ISEP) and served as Deputy Director for 8 years following its establishment in 2000. She also worked as Advisor for Climate Change Projects and Policies for UKFCO at the British Embassy to Japan. She started her career in the energy field by joining Citizens’ Nuclear Information Center in 1992. In 2017, She was awarded the ISES Global Leadership Award in Advancing Solar Energy Policy- in honour of Hermann Scheer by the International Solar Energy Society. *The Institute’s English name was “Japan Renewable Energy Foundation (JREF)” from 2011 - 2016.

Katsushige Goto

In 1992, Mr. Katsushige Goto joined Mitsubishi Heavy Industries, Ltd., working on bridge design and manufacturing. From 2001, managed special bridge projects. In 2008, as Wind Turbine Quality Manager, established quality management systems. From 2014, led quality management and ISO certification at MHI Vestas Offshore Wind A/S. In 2017, focused on technical improvements, and since 2021, serving as Vice President and Technical Director at MHI Vestas Japan. In April 2025, he was appointed to the current position.

Takeshi Yamanoi

After gaining experience in civil engineering and construction management at a construction company, he joined Eurus Energy Holdings in 2012. Since then, he has worked as a civil engineer involved in the development and technical aspects of onshore wind power projects. In 2019, he transitioned to offshore wind development, and he has held his current position since 2021. His area of expertise is civil engineering. He was born in 1979 and is originally from Tochigi Prefecture.

Taro Sekiguchi

He joined Nippon Steel Corporation in 1991, initially taking responsibility for the design of offshore steel structures.
He played a key role in the Haneda Airport Runway D project, contributing across all phases from initial planning through to completion.
From 2012, he stationed in Singapore for 2 and a half years , managing offshore oil and gas projects.
He subsequently held various positions in Marine Engineering & Construction Division and has been the Head of the division since April 2022.

Niels Steenberg

Niels Steenberg, originally from Denmark, has worked in the Asia Pacific for more than 20 years.
He entered the Wind Power industry in 2008 and has been leading Siemens Gamesa’s Offshore activities in Asia Pacific since the establishment of its regional headquarters in Taipei, in December 2017.
During this time, the offshore team in APAC has expanded from 5 employees to its current size of over 600.
Prior to that, he was heading onshore sales in the region for 4 years.
His aim is to establish a strong and sustainable footprint for Siemens Gamesa in Asia Pacific, supporting the offshore industry’s development with competitive product solutions tailored to the region’s specific needs.

Wataru Suzuki serves as the general manager of NYK’s Tokyo-based Green Business Group, where he is responsible for developing offshore wind-related business initiatives. With over 25 years at NYK, he has amassed a breadth of experience across various NYK divisions, including automotive ocean transportation, tanker operations, and dry bulk shipping. From 2016 to 2019, he contributed his expertise at the NYK London office, focusing on automotive transportation.

Tetsuya Sato

Joined Penta-Ocean Construction Co.,Ltd. in 1995. Assigned to the Civil Engineering Design Department.
From April 1996, he spent about 12 years in port engineering facilities, nuclear power plant expansions and thermal power plant facility upgrades,
Onshore land development, etc., in an engineering capacity.
In 2007, he was assigned to the Civil Engineering and Design Department at the head office, where he was involved in basic planning and basic design work for large-scale projects such as defense facility station facilities and remote island facilities. In October 2010, he was reassigned to the branch, where he was involved in the design and planning of civil engineering facilities for private companies in his area of responsibility.
Since 2016, he has been in charge of technology at the branch's civil engineering sales department.
In April 2020, he joined the head office for the third time with the launch of the offshore wind business unit at the head office. After serving as head of the Project Group and then as head of the Project Department, he now doubles as deputy head of the business unit and head of the Project Department. In the Offshore Wind Business Division, he has been involved in supporting the power utilities from the outset in many aspects of design, construction planning and cost estimation.

Shigeru Hujii

Joined the Fukushima Floating Offshore Wind Power Project in 2011 and has since worked as a construction engineer for submarine cables. In addition to inter-island power transmission lines and offshore wind power, I'm also responsible for the construction and development of wide-area direct current transmission lines. Takeyasu Moriguchi is General Manager of Wind Power Unit at Mitsui O.S.K. Lines, Ltd. (MOL) since April 2024. Jens Orfelt is an EVP and Regional President for RWE Renewables Offshore, through which he is responsible for RWE’s offshore wind farm development activities within the Asia-Pacific region.
As a Director of RWE, Jens forms part of the global executive leadership team of RWE Offshore Wind. Jens is a passionate and results-driven executive with over 18 years of experience.
He is engaged in the renewable energy industry, specialising in offshore wind.
With a proven track record of successfully leading and growing organisations and large-scale renewable infrastructure projects across Asia-Pacific markets, Jens is committed to driving sustainable energy solutions contributing to a greener future. Earlier in his career, Jens served as a lawyer engaged in sourcing and execution of large-scale industry offshore wind-related contracts.
He also acted as a lead lawyer on end of warranty close outs.

Isabelle De Stobbeleir (Counsellor) has taken her position in the Trade Section of the EU Delegation to Japan since 1 September 2022. Her main responsibility covers the overall implementation of the EU-Japan Economic Partnership Agreement (EPA), as well as agriculture matters, customs and trade facilitation, and fisheries. Previously, Isabelle was posted at the EU Delegation to Thailand (April 2017-August 2022) where she was in charge of customs and trade facilitation, intellectual property rights (IPR) and trade and sustainable development, as well as the EU trade relations with Laos. Isabelle previously worked on IPR enforcement and prohibition and restriction border measures at the Directorate-General for Taxation and Customs Union, European Commission (2012-2017). Prior to joining the European Commission, Isabelle had served in the General Administration of Customs and Excise of Belgium in Brussels (2002-2008) and as a Customs Attaché at the Embassy of Belgium to P.R. China (2008-2012).

With vast experience and proven expertise in various areas, including government relations, congressional lobbying, political campaigns, regulations, stakeholder management, and risk management, he has been dedicating himself to promoting renewable energy in recent years.
Prior to entering the green sector, he had worked for the European Economic and Trade Office (EETO, the EU’s de facto embassy in Taiwan) for nine years, leading the Policy, Press, and Information Section. During his time at the EETO, he actively promoted multilateral, inter-ministerial, and cross-field exchanges between the EU and Taiwan and built extensive networks. She holds an LL.M. from Harvard Law School, an LL.M. and an LL.B. from National Taiwan University. In 2022, she was named one of the Top 100 Legal Power List by A Word About Wind, recognizing her as one of the most influential lawyers in the global wind industry.

Masahiro Yoshida  started his career at Mitsubishi Heavy Industries, Ltd. after studying  materials engineering in graduate school. During his time with the company,  he worked in steel structure manufacturing and later transitioned to focus on  the manufacturing and supply chain development of wind turbines. He has  played a pivotal role in establishing production divisions, including MHI  Vestas Offshore Wind, both in Japan and internationally. After joining Renova  Inc. in 2021, he continued to promote engineering initiatives, particularly  in the offshore wind power generation business. Hitoshi Katayama(Moderator)

Hitoshi Katayama has built a broad career in the energy sector at Toshiba Energy Systems & Solutions Corporation, contributing to R&D in superconducting technologies and the design and maintenance of thermal and nuclear power generators. From 2001, he spent about two years in the United States working on energy-related projects. In 2013, he was appointed General Manager of Production Planning. Since 2019, he has been engaged in the wind power business as a Senior Fellow and became a JWPA board member the same year.
Following his retirement in July 2025, he was re-employed as a Senior Expert. Since 2021, he has led the JWPA Human Resource Development Promotion Task Force, developing a certification system for BOP technicians and a training guideline for offshore wind maintenance in collaboration with GWO. In April 2025, he was appointed Deputy Executive Director of the newly established HR Development Promotion Division. He also serves as Chair of the JWPA Compliance Committee and Director of the Technology Division and contributes to WG05 and WG07 of the Offshore Industry Task Force.

Yutaka Michida

Prof. Yutaka Michida, PhD, after his service as a governmental official at the Hydrographic Department of Japan Coast Guard for 16 years, joined the Ocean Research Institute of the University of Tokyo in 2000, with the present position of the Special Presidential Envoy for UN Ocean Decade of the University of Tokyo since 2024.
He has been the Chairperson of Intergovernmental Oceanographic Commission of UNESCO since 2023.
As his contributions to academic communities, he is the President of Japan Society of Marine Surveys and Technology since 2017, and a vice President of Japan Society of Ocean Policy since 2020, majored in physical oceanography with his recent expansion to cover marine policy.

Shunji Murakami, CEO and Founder, has over a decade of experience in marine conservation and sustainable fisheries in Japan. A graduate of San Francisco State University in Physical Geography and Business, Shunji has held leadership roles in international NGOs such as Wild Salmon Center and Ocean Outcomes (O2) as Japan Program Director, where he advanced sustainable fisheries and empowered coastal communities. As Executive Vice President of Seafood Legacy, he drove strategies to engage businesses and fisheries in sustainable seafood initiatives. In 2021, Shunji founded UMITO Partners to scale these efforts, fostering collaboration among fishers, businesses, finance, and governments. Yoshikazu Ichimaru

Yoshikazu Ichimaru has served as General Manager of INPEX’s Renewable/Power & Energy Solution Division since 2023, where he leads all domestic Japanese projects encompassing offshore and onshore wind, geothermal, photovoltaic (PV), battery energy storage systems (BESS), and energy trading initiatives.
Mr. Ichimaru possesses more than 25 years of expertise in civil and offshore engineering, including a decade of experience dedicated to the development of INPEX Abadi LNG projects in Indonesia. Prior to his current role, he fulfilled the position of Project Director at JOGMEC, overseeing technical evaluations for financed oil and gas ventures.

Kazuki Takedomi

Joined the company in 2005. Has been involved in construction projects for oil and gas plants both domestically and internationally for 15 years. Since 2020, has been working as a Project Manager (PM) on the Ministry of Economy, Trade and Industry’s Floating Offshore Wind Farm Demonstration Research Project (off the coast of Fukushima) and supporting offshore wind project in Taiwan.
